All three men worked with Brendan Rodgers at Watford and all will sign three year deals.
Austin will become assistant manager, Lampard will act as a football consultant and Halabi will work as football physiologist.
Rodgers told the club's website: "I am thrilled to be joined at Reading by three of my most valued and trusted colleagues in football."
